A Banca d'Italia mystery-shopping study of 200 USDC transfers across 10 corridors found total costs from 0.3% to about 9%, with exchange spreads and fiat fees-not on-chain charges-dominating the bill

Researchers at Banca d'Italia ran live 200 USDC transfers across 10 international payment corridors in March 2026 and found that stablecoin remittances do not deliver a consistent cost edge over conventional money-transfer services. The work, released in July 2026 as Markets, Infrastructures and Payment Systems Paper No. 86, is the first known multi-country mystery-shopping exercise on stablecoin remittance costs by a major central bank. Authors Alberto Di Iorio, Enrica Di Stefano, Michele Mascioli and Giorgio Trebeschi tested routes linking Italy with Argentina, Brazil, South Africa, the UAE, and Japan, mostly in both directions, on March 24 and March 26, 2026.

The 200 USDC size matched the World Bank Remittance Prices Worldwide standard. World Bank Q1 2025 data put the global average remittance cost near 6.4%, more than double the 3% target set by the G20 and United Nations Sustainable Development Goal 10.c for 2030. For U.S. readers watching dollar stablecoins as a cross-border tool, the Italian results underline that blockchain settlement is rarely the expensive step-fiat on-ramps and off-ramps are.

Five-step cost breakdown

Each transfer was split into five phases: loading local fiat onto a crypto exchange, converting that fiat into USDC, sending USDC on-chain to the recipient's exchange wallet, selling USDC for local fiat, and withdrawing fiat to a bank account. The on-chain leg was the cheapest piece in every corridor, averaging 0.4% of the amount sent and falling as low as 0.01% on the Brazil-to-Italy route. Exchange trading fees, foreign-exchange spreads, and fiat deposit and withdrawal charges accounted for nearly all of the total cost everywhere tested.

Total costs ranged from 0.3% on the Italy-to-Argentina transfer to roughly 9% on both the Argentina-to-Italy and UAE-to-Italy corridors. The Italy-to-Argentina figure carries a caveat: researchers used Argentina's official central bank retail exchange rate, which diverges from the effective market rate embedded in crypto trades. The crypto peso rate runs higher than the official benchmark, so the low printed cost partly reflects Argentina's multiple-rate system; a parallel-market rate would lift that corridor's stated cost substantially. The UAE-to-Italy leg hit about 9% because the only funding method available to the sender at the time was a credit card carrying a 3.8% surcharge.

How USDC stacked up to Wise

Against Wise, one of the largest global money-transfer operators, USDC transfers were cheaper in three corridors: Italy to Argentina, Italy to South Africa, and Brazil to Italy. Brazil to Italy showed the clearest gap, with USDC at 2.21% versus Wise's 4.68% to 4.89% range on the same route. In four other corridors-Argentina to Italy, Italy to UAE, UAE to Italy, and Italy to Brazil-USDC cost more than Wise. South Africa posted the highest World Bank RPW average in the sample at 15.23%, while USDC came in at 5.44% in that direction, a large absolute gap even though the stablecoin total was not low by international standards.

Settlement speed depended heavily on domestic payment rails. In Italy, Brazil, and Argentina, where instant payment systems move fiat, the full five-step process finished in under 20 minutes. Brazil's PIX system settles in an average of about three seconds, according to International Monetary Fund data from 2023. South Africa still relies on standard bank transfers for funding and withdrawal, producing end-to-end times of one to two business days, so any speed advantage often linked to stablecoins disappeared on that corridor. Japan could not be assessed on the same basis: local rules limit retail USDC access to a single domestic operator that does not allow direct outbound transfers to foreign exchanges, forcing researchers to use an unhosted wallet as an intermediate step the paper calls incompatible with ordinary retail use.

Rails, rules, and off-ramps

The paper concludes that stablecoins work best as a complement to domestic instant payment infrastructure rather than a replacement for it. Regulatory design is a primary factor in whether transfers are practical and affordable for ordinary users. Highly restrictive frameworks raise costs, shrink the set of available operators, and push activity toward offshore platforms, while outright bans redirect demand into unregulated channels without eliminating it. The largest efficiency gain, the authors note, would come if recipients could spend stablecoins directly in the real economy, removing the fiat conversion step that currently drives most of the bill-an idea that also surfaces in consumer products such as crypto cards that convert digital assets at the point of sale.

For U.S. users and firms evaluating USDC for family support, contractor payouts, or treasury moves, the Banca d'Italia findings reinforce a practical lesson: advertised blockchain fees are a small slice of all-in cost. Spreads, deposit methods, withdrawal rails, and local licensing shape the real price. Credit-card funding, thin local exchange competition, and multi-rate FX regimes can erase any on-chain savings. Direct issuer redemption, bank-linked on-ramps, and the ability to hold or spend USDC without an immediate off-ramp remain the levers that matter most for total cost of ownership.

Stablecoin remittances sit at the intersection of tokenized dollars, exchange market structure, and national payment systems. Fiat-backed coins such as USDC are designed to track the dollar one-for-one through reserves, but retail users usually buy and sell them through intermediaries that charge spreads and withdrawal fees. Instant domestic systems like PIX compress the fiat legs when they exist; slower bank rails reintroduce multi-day settlement even when the blockchain transfer itself is near-instant. Until merchants and payroll systems accept stablecoins natively, the off-ramp remains the dominant cost center, and corridor-level competition among exchanges and funding methods will keep determining whether a USDC path beats a traditional operator on price and speed.
