Cardano's Leios upgrade has shattered the network's previous throughput ceiling, but the real challenge now shifts from engineering to economics. The protocol's first public testnet phase delivered a sixfold increase in data-processing capacity, yet the surge was powered by synthetic transactions, not fee-paying users. As Cardano's reserve-funded staking rewards decline, the network's long-term viability depends on whether actual demand can fill the expanded blockspace and generate enough transaction fees to support operators and delegators.
Throughput Without Revenue
Input Output, Cardano's core developer, reported that Leios peaked at 26.8 transaction kilobytes per second during the 41-day testnet, compared to the 4.51 TxkB/s limit under the existing Ouroboros Praos system. The testnet processed 18 times more transactions than Cardano's mainnet over a similar period, with Leios handling more than half of all test traffic. But this activity was entirely artificial, designed to stress the system rather than reflect real-world usage. No actual fees were collected, and no new revenue flowed to stake pool operators.
This distinction is not academic. Cardano's staking rewards are funded by a mix of transaction fees and a finite ADA reserve. As the reserve contribution shrinks over time, the network must rely increasingly on organic fee revenue. Leios is engineered to remove the technical bottleneck that could prevent Cardano from scaling transaction fees to replace the reserve. But the protocol cannot manufacture demand-unused blockspace does not pay the bills.
Economic Pressure on Staking
The Leios specification models a scenario where monthly staking rewards fall from 48 million ADA to 20.64 million ADA by 2029, with the shortfall expected to be covered by transaction fees. At a modeled average fee of 0.221 ADA per transaction and a typical transaction size of 1,500 bytes, Cardano would need to sustain roughly 36 to 50 transactions per second throughout the month to meet this target. If average fees drop, the required transaction count rises; if fees increase, user activity could suffer.
Cardano's reward structure further complicates the equation. Twenty percent of all rewards are diverted to the network treasury before distribution to pools and delegators, raising the effective fee threshold even higher. At 50 TPS, the model projects about 28.7 million ADA in monthly fees, but at 20 TPS, only 11.5 million ADA-leaving a significant gap against the modeled requirement. The network's economic model is now under direct pressure: abundant blockspace is only valuable if users are willing to pay for it.
Technical Progress and Remaining Risks
Leios introduces Endorser Blocks, which allow Cardano to process more transactions in parallel without replacing its existing security model. During the testnet, more than 127,000 blocks and 30,000 Endorser Blocks were produced, with 63 stake pools participating. Developers addressed memory leaks, chain forks, and crashes, but Input Output stated that none of these incidents revealed a flaw in the Leios protocol itself. The project is now entering the Water phase of public testing, focusing on configuration tuning and cryptographic key integration, with a mainnet launch targeted by the end of 2026-a timeline that Input Output admits is ambitious for a consensus upgrade of this scale.
Leios does offer a partial safeguard against overprovisioning: when network activity is low, Cardano can continue operating with standard Praos blocks, avoiding the cost of activating additional Endorser Block infrastructure. But the fundamental risk remains-if user demand does not materialize, the expanded capacity will not translate into sustainable rewards for operators or delegators. Smaller pools with fixed costs may be forced to accept lower earnings, subsidize operations, or consolidate, while higher fees could deter usage if not carefully managed.
Broader Network Stakes
Cardano's ambition is to grow from around 800,000 transactions per month to more than 27 million, achieving economic self-sufficiency as reserve funding fades. The Leios upgrade is the technical foundation for this vision, but the network's future now hinges on whether real users will fill the new blockspace. This dynamic is not unique to Cardano-other scaling networks face similar trade-offs between cheap, abundant capacity and the need for enough paid activity to finance security and operations. As seen in recent network upgrades elsewhere, technical breakthroughs alone do not guarantee economic sustainability.
